A cynical archaeology

From ‘ASI submits Bhojshala survey report to Madhya Pradesh High Court’, The Hindu, July 15, 2024:

The Archaeological Survey of India (ASI) on July 15 submitted its scientific survey report of the disputed Bhojshala-Kamal-Maula mosque complex to the Indore Bench of the Madhya Pradesh High Court. … On July 4, the High Court ordered the ASI to present by July 15 the complete report of the nearly three-month-long survey on the premises of the disputed 11th-century monument, the subject of a wrangle between Hindus and Muslims. The Hindu community considers Bhojshala as a temple of Vagdevi (Goddess Saraswati), while the Muslim side calls it Kamal Maula mosque. The HC on March 11 ordered the ASI … to conduct a scientific survey of the complex … It then gave six weeks to the ASI to complete the survey. The ASI later sought more time for the report submission. The ASI began surveying the disputed complex on March 22 which ended recently.

Isn’t it cynical of ASI to engage in these exercises? New structures will often be built on old ones. But undertaking a study, then preparing a study is just disingenuous. It is also disingenuous to appeal to science to settle questions that are otherwise devoid of reason. I wish history scholars and scientists spoke up more vociferously on this instead of engaging in this charade. It’s practically why a separate nodal agency of archaeological study and deliberation exists, and not to be a mute provider of ‘archaeological services’ when called upon…

India-based neutrino oblivion

In a conversation with science journalist Nandita Jayaraj, physicist and Nobel laureate Takaaki Kajita touched on the dismal anti-parallels between the India-based Neutrino Observatory (INO) and the Japanese Kamioka and Super-Kamiokande observatories. The INO’s story should be familiar to readers of this blog: a team of physicists led by those from IMSc Chennai and TIFR Mumbai conceived of the INO, identified places around India where it could be built, finalised a spot in Theni (in Tamil Nadu), and received Rs 1,350 crore from the Union government for it, only for the project to not progress a significant distance past this point.

Nandita’s article, published in The Hindu on July 14, touches on two reasons the project was stalled: “adverse environmental impacts” and “the fear of radioactivity”. These were certainly important reasons but they’re also symptoms of two deeper causes: distrust of the Department of Atomic Energy (DAE) and some naïvety on the scientists’ part. The article mentions the “adverse environmental impacts” only once while “the fear of radioactivity” receives a longer rebuttal — which is understandable because the former has a longer history and there’s a word limit. It bears repeating, however.

Even before work on the INO neared its beginning, people on the ground in the area were tense over the newly erected PUSHEP hydroelectric project. Environmental activists were on edge because the project was happening under the aegis of the DAE, a department notorious for its opacity and heavy-handed response to opposition. The INO collaboration compounded the distrust when hearings over a writ petition Marumalarchi Dravida Munnetra Kazhagam chief Vaiko filed in the Madras high court revealed the final ecological assessment report of the project had been prepared by the Salim Ali Centre for Ornithology and Natural History (SACON), which as the law required at the time hadn’t been accredited by the Quality Council of India and was thus unfit to draft the report. Members of the INO collaboration said this shouldn’t matter because they had submitted the report themselves together with a ‘detailed project report’ prepared by TANGEDCO and a geotechnical report by the Geological Survey of India. Perhaps the scientists thought SACON was good enough, and it may well have been, but it’s not clear how submitting the report themselves should have warranted a break from the law. Given all the other roadblocks in the project’s way, this trip-up in hindsight seems to have been a major turning point.

Locals in the area around the hill, under which the INO was to be built, were also nervous about losing access to part of their grazing land and to a temple situated nearby. There was a report in 2015 that police personnel had blocked people from celebrating a festival at this temple. In an April 2015 interview with Frontline, when told that local police were also keeping herders from accessing pastureland in the foothills, INO spokesperson Naba Mondal said: “The only land belonging to INO is the 26.825 ha. INO has no interest in and no desire to block the grazing lands outside this area. In fact, these issues were discussed in great detail in a public meeting held in July 2010, clearly telling the local people this. This is recorded in our FAQ. This was also conveyed to them in Tamil.” In response to a subsequent question about “propaganda” that the project site would store nuclear waste from Tamil Nadu’s two nuclear power facilities, Mondal said: “The DAE has already issued a press statement in this regard. I do genuinely believe that this has allayed people’s concerns.”

Even at the time these replies hinted at a naïve belief that these measures would suffice to allay fears in the area about the project. There is a difference between scientists providing assurances that the police will behave and the police actually behaving, especially if the experience of the locals diverges from what members of the INO collaboration believe is the case. Members of the collaboration had promised the locals they wouldn’t lose access to grazing land; four years later, the locals still had trouble taking their word. According to an investigation I published at The Wire in 2016, there was also to be a road that bypassed the local villages and led straight to the project site, sparing villagers the noise from the trucks ferrying construction material. It was never built.

One narrative arising from within the scientific community as the project neared the start of construction was that the INO is good for the country, that it will improve our scientific literacy, keep bright minds from leaving to work on similar projects abroad, and help Indians win prestigious prizes. For the national scientific enterprise itself, the INO would make India a site of experimental physics of global importance and Indian scientists working on it major contributors to the study of neutrino physics. I wrote an article to this effect in The Hindu in 2016 and this is also what Takaaki Kajita said in Nandita’s article. But later that year, I also asked an environmental activist (and a mentor of sorts) what he was thinking. He said the scientists will eventually get what they want but that they, the activists et al., still had to do the responsible thing and protest what they perceived to be missteps. (Most scientists in India don’t get what they want but many do, most recently like the ‘Challakere Science City’.)

Curiously, both these narratives — the activist’s pessimism and the scientists’ naïvety — could have emerged from a common belief: that the INO was preordained, that its construction was fated to be successful, causing one faction to be fastidious and the other to become complacent. Of course it’s too simplistic to be able to explain everything that went wrong, yet it’s also of a piece with the fact that the INO was doomed as much by circumstance as by historical baggage. That work on the INO was stalled by an opposition campaign that included fear-mongering pseudoscience and misinformation is disagreeable. But we also need to ask whether some actors resorted to these courses of action because others had been denied them, in the past if not in the immediate present — or potentially risk the prospects of a different science experiment in future.

Physics is often far removed from the precepts of behavioural science and social justice but public healthcare is closer. There is an important parallel between the scientists’ attempts to garner public support for the project and ASHA workers’ efforts during the COVID-19 pandemic to vaccinate people in remote rural areas. These latter people were distrustful of the public healthcare system: it had neglected them for several years but then it was suddenly on their doorstep, expecting them to take a supposedly miraculous drug that would cut their chances of dying of the viral disease. ASHA workers changed these people’s minds by visiting them again and again, going door to door, and enrolling members of the same community to convince people they were safe. Their efficacy is higher if they are from the same community themselves because they can strike up conversations with people that draw on shared experiences. Compare this with the INO collaboration’s belief that a press release from the DAE had changed people’s minds about the project.

Today the INO stares at a bleak future rendered more uncertain by a near-complete lack of political support.

You’re allowed to be interested in particle physics

I wrote the lead article, about why scientists are so interested in an elementary particle called the top quark. Long story short: the top quark is the heaviest elementary particle, and because all elementary particles get their masses by interacting with Higgs bosons, the top quark’s interaction is the strongest. This has piqued physicists’ interest because the Higgs boson’s own mass is peculiar: it’s more than expected and at the same time poised on the brink of a threshold beyond which our universe as we know it wouldn’t exist. To explain this brinkmanship, physicists are intently studying the top quark, including measuring its mass with more and more precision.

It’s all so fascinating. But I’m well aware that not many people are interested in this stuff. I wish they were and my reasons follow.

There exists a sufficiently healthy journalism of particle physics today. Most of it happens in Europe and the US, (i) where famous particle physics experiments are located, (ii) where there already exists an industry of good-quality science journalism, and (iii) where there are countries and/or governments that actually have the human resources, funds, and political will to fund the experiments (in many other places, including India, these resources don’t exist, rendering the matter of people contending with these experiments moot).

In this post, I’m using particle physics as itself as well as as a surrogate for other reputedly esoteric fields of study.

This journalism can be divided into three broad types: those with people, those concerned with spin-offs, and those without people. ‘Those with people’ refers to narratives about the theoretical and experimental physicists, engineers, allied staff, and administrators who support work on particle physics, their needs, challenges, and aspirations.

The meaning of ‘those concerned with spin-offs’ is obvious: these articles attempt to justify the money governments spend on particle physics projects by appealing to the technologies scientists develop in the course of particle-physics work. I’ve always found these to be apologist narratives erecting a bad expectation: that we shouldn’t undertake these projects if they don’t also produce valuable spin-off technologies. I suspect most particle physics experiments don’t because they are much smaller than the behemoth Large Hadron Collider and its ilk, which require more innovation across diverse fields.

‘Those without people’ are the rarest of the lot — narratives that focus on some finding or discussion in the particle physics community that is relatively unconcerned with the human experience of the natural universe (setting aside the philosophical point that the non-human details are being recounted by human narrators). These stories are about the material constituents of reality as we know it.

When I say I wish more people were interested in particle physics today, I wish they were interested in all these narratives, yet more so in narratives that aren’t centred on people.

Now, why should they be concerned? This is a difficult question to answer.

I’m concerned because I’m fascinated with the things around us we don’t fully understand but are trying to. It’s a way of exploring the unknown, of going on an adventure. There are many, many things in this world that people can be curious about. It’s possible there are more such things than there are people (again, setting aside the philosophical bases of these claims). But particle physics and some other areas — united by the extent to which they are written off as being esoteric — suffer from more than not having their fair share of patrons in the general (non-academic) population. Many people actively shun them, lose focus when reading about them, and at the same time do little to muster focus back. It has even become okay for them to say they understood nothing of some (well-articulated) article and not expect to have their statement judged adversely.

I understand why narratives with people in them are easier to understand, to connect with, but none of the implicated psychological, biological, and anthropological mechanisms also encourage us to reject narratives and experiences without people. In other words, there may have been evolutionary advantages to finding out about other people but there have been no disadvantages attached to engaging with stories that aren’t about other people.

Next, I have met more than my fair share of people that flinched away from the suggestion of mathematics or physics, even when someone offered to guide them through understanding these topics. I’m also aware researchers have documented this tendency and are attempting to distil insights that could help improve the teaching and the communication of these subjects. Personally I don’t know how to deal with these people because I don’t know the shape of the barrier in their minds I need to surmount. I may be trying to vault over a high wall by simplifying a concept to its barest features when in fact the barrier is a low-walled labyrinth.

Third and last, let me do unto this post what I’m asking of people everywhere, and look past the people: why should we be interested in particle physics? It has nothing to offer for our day-to-day experiences. Its findings can seem totally self-absorbed, supporting researchers and their careers, helping them win famous but otherwise generally unattainable awards, and sustaining discoveries into which political leaders and government officials occasionally dip their beaks to claim labels like “scientific superpower”. But the mistake here is not the existence of particle physics itself so much as the people-centric lens through which we insist it must be seen. It’s not that we should be interested in particle physics; it’s that we can.

Particle physics exists because some people are interested in it. If you are unhappy that our government spends too much on it, let’s talk about our national R&D expenditure priorities and what the practice, and practitioners, of particle physics can do to support other research pursuits and give back to various constituencies. The pursuit of one’s interests can’t be the problem (within reasonable limits, of course).

More importantly, being interested in particle physics and in fact many other branches of science shouldn’t have to be justified at every turn for three reasons: reality isn’t restricted to people, people are shaped by their realities, and our destiny as humans. On the first two counts: when we choose to restrict ourselves to our lives and our welfare, we also choose to never learn about what, say, gravitational waves, dark matter, and nucleosynthesis are (unless these terms turn up in an exam we need to pass). Yet all these things played a part in bringing about the existence of Earth and its suitability for particular forms of life, and among people particular ways of life.

The rocks and metals that gave rise to waves of human civilisation were created in the bellies of stars. We needed to know our own star as well as we do — which still isn’t much — to help build machines that can use its energy to supply electric power. Countries and cultures that support the education and employment of people who made it a point to learn the underlying science thus come out on top. Knowing different things is a way to future-proof ourselves.

Further, climate change is evidence humans are a planetary species, and soon it will be interplanetary. Our own migrations will force us to understand, eventually intuitively, the peculiarities of gravity, the vagaries of space, and (what is today called) mathematical physics. But even before such compulsions arise, it remains what we know is what we needn’t be afraid of, or at least know how to be afraid of. 😀

Just as well, learning, knowing, and understanding the physical universe is the foundation we need to imagine (or reimagine) futures better than the ones ordained for us by our myopic leaders. In this context, I recommend Shreya Dasgupta’s ‘Imagined Tomorrow’ podcast series, where she considers hypothetical future Indias in which medicines are tailor-made for individuals, where antibiotics don’t exist because they’re not required, where clean air is only available to breathe inside city-sized domes, and where courtrooms use AI — and the paths we can take to get there.

Similarly, with particle physics in mind, we could also consider cheap access to quantum computers, lasers that remove infections from flesh and tumours from tissue in a jiffy, and communications satellites that reduce bandwidth costs so much that we can take virtual education, telemedicine, and remote surgeries for granted. I’m not talking about these technologies as spin-offs, to be clear; I mean technologies born of our knowledge of particle (and other) physics.

At the biggest scale, of course, understanding the way nature works is how we can understand the ways in which the universe’s physical reality can or can’t affect us, in turn leading the way to understanding ourselves better and helping us shape more meaningful aspirations for our species. The more well-informed any decision is, the more rational it will be. Granted, the rationality of most of our decisions is currently only tenuously informed by particle physics, but consider if the inverse could be true: what decisions are we not making as well as we could if we cast our epistemic nets wider, including physics, biology, mathematics, etc.?

Consider, even beyond all this, the awe astronauts who have gone to Earth orbit and beyond have reported experiencing when they first saw our planet from space, and the immeasurable loneliness surrounding it. There are problems with pronouncements that we should be united in all our efforts on Earth because, from space, we are all we have (especially when the country to which most of these astronauts belong condones a genocide). Fortunately, that awe is not the preserve of spacefaring astronauts. The moment we understood the laws of physics and the elementary constituents of our universe, we (at least the atheists among us) may have realised there is no centre of the universe. In fact, there is everything except a centre. How grateful I am for that. For added measure, awe is also good for the mind.

It might seem like a terrible cliché to quote Oscar Wilde here — “We are all in the gutter, but some of us are looking at the stars” — but it’s a cliché precisely because we have often wanted to be able to dream, to have the simple act of such dreaming contain all the profundity we know we squander when we live petty, uncurious lives. Then again, space is not simply an escape from the traps of human foibles. Explorations of the great unknown that includes the cosmos, the subatomic realm, quantum phenomena, dark energy, and so on are part of our destiny because they are the least like us. They show us what else is out there, and thus what else is possible.

If you’re not interested in particle physics, that’s fine. But remember that you can be.

A gentle push over the cliff

From ‘Rotavirus vaccine: tortured data analyses raise false safety alarm’, The Hindu, June 22, 2024:

Slamming the recently published paper by Dr. Jacob Puliyel from the International Institute of Health Management Research, New Delhi, on rotavirus vaccine safety, microbiologist Dr. Gagandeep Kang says: “If you do 20 different analyses, one of them will appear significant. This is truly cherry picking data, cherry picking analysis, changing the data around, adjusting the data, not using the whole data in order to find something [that shows the vaccine is not safe].” Dr. Kang was the principal investigator of the rotavirus vaccine trials and the corresponding author of the 2020 paper in The New England Journal of Medicine, the data of which was used by Dr. Puliyel for his reanalysis.

This is an important rebuttal. I haven’t seen Puliyel’s study but Bharat Biotech’s conduct during and since the COVID-19 pandemic, especially that of its executive chairman Krishna Ella, plus its attitude towards public scrutiny of its Covaxin vaccine has rendered any criticism of the company or its products very believable, even if such criticism is unwarranted, misguided, or just nonsense.

Puliyel’s study itself is a case in point: a quick search on Twitter reveals many strongly worded tweets, speaking to the availability of a mass of people that wants something to be true, and at the first appearance of even feeble evidence will seize on it. Of course The Hindu article found the evidence to not be feeble so much as contrived. Bharat Biotech isn’t “hiding” anything; Puliyel et al. aren’t “whistleblowers”.

The article doesn’t mention the name of the journal that published Puliyel’s paper: International Journal of Risk and Safety in Medicine. It could have because journals that don’t keep against bad science out of the medical literature don’t just pollute the literature. By virtue of being journals, and in this case claiming to be peer-reviewed as well, they allow the claims they publish to be amplified by unsuspecting users on social media platforms.

We saw something similar earlier this year in the political sphere when members of the Indian National Congress party and its allies as well as members of civil society cast doubt on electronic voting machines with little evidence, thus only undermining trust in the electoral process.

To be sure, we’ve cried ourselves hoarse about the importance of every reader being sceptical about what appears in scientific journals (even peer-reviewed) as much as news articles, but because it’s a behavioural and cultural change it’s going to take time. Journals need to do their bit, too, yet they won’t because who needs scruples when you can have profits?

The analytical methods Puliyel and his coauthor Brian Hooker reportedly employed in their new study is reminiscent of the work of Brian Wansink, who resigned from Cornell University five years ago this month after it concluded he’d committed scientific misconduct. In 2018, BuzzFeed published a deep-dive by Stephanie M. Lee on how the Wansink scandal was born. It gave the (well-referenced) impression that the scandal was a combination of a student’s relationship with a mentor renowned in her field of work and the mentor’s pursuit of headlines over science done properly. It’s hard to imagine Puliyel and Hooker were facing any kind of coercion, which leaves the headlines.

This isn’t hard to believe considering it’s the second study to have been published recently that took a shot at Bharat Biotech based on shoddy research. It sucks that it’s become so easy to push people over the cliff, and into the ravenous maw of a conspiracy theory, but it sucks more that some people will push others even when they know better.

The cost of forgetting Ballia

In the day or so before June 1, 14 people died in Bihar of heat stroke. Ten of these people were election personnel deployed to oversee voting and associated activities in Bihar and Uttar Pradesh, and of them, five died in Bhojpur alone. On Friday, at least 17 people in Uttar Pradesh, 14 in Bihar, and four in Jharkhand had died of heat-related morbidity. And of the 17 in Uttar Pradesh, 13 deaths were reported from Mirzapur alone. This is a toll rendered all the more terrible by two other issues.

First, after the first phase of the polls, the Election Commission of India (ECI) recorded lower voter turnout than expected (from previous Lok Sabha polls) and blamed the heat. Srinivasan Ramani, my colleague at The Hindu, subsequently found “little correlation” between the maximum temperature recorded and turnouts in various constituencies, and in fact an anti-correlation in some places. By this time the ECI had said it would institute a raft of measures to incentivise voters to turn up. These were certainly welcome irrespective of there being a relationship between turnout and heat. However, did it put in place similar ‘special’ measures for electoral officials?

On March 16, the ECI forwarded an advisory that included guidelines by the National Disaster Management Authority to manage heat to the chief electoral officers of all states and Union territories. These guidelines had the following recommendations, among others: “avoid going out in the sun, especially between 12.00 noon and 3.00 pm”; “wear lightweight, light-coloured, loose, and porous cotton clothes. Use protective goggles, umbrella/hat, shoes or chappals while going out in sun”; and “avoid strenuous activities when Balliathe outside temperature is high”.

A question automatically arises: if poll officers are expected to avoid such activities, the polling process should have been set up such that those incidents requiring such activities wouldn’t arise in the first place. So were they? Because it’s just poka-yoke: if the process itself didn’t change, expecting poll officers to “avoid going out in the sun … between 12 pm and 3 pm” would have been almost laughable.

The second issue is worse. Heat wave deaths in India are often the product of little to no advance planning, even if the India Meteorological Department (IMD) has forecast excessive heat on certain dates. But to make matters worse, there was a deadly heat wave last year in the same region where many of these deaths have been reported now.

Recall that in the first half of June 2023, more than 30 people died of heat-related illnesses in Ballia village in Uttar Pradesh. After the chief medical superintendent of the local district hospital told mediapersons the people had indeed died of excessive heat, the state health department — led by deputy chief minister Brajesh Pathak — transferred him away, and his successors later denied heat had had anything to do with the deaths.

So even if the IMD hadn’t predicted a heat wave in this region for around May 30-31, the local and national governments and the ECI should have made preparations for heat exposure leading at least to morbidity. Did they? To the extent that people wouldn’t have had to be hospitalised or have died if they’d made effective preparations, they didn’t. Actively papering over the effects of extreme weather (and of adverse exposure) has to be the most self-destructive thing we’re capable of in the climate change era.

12 years and counting

I’ve been a journalist for 12 years. For the first few years these anniversaries helped to remember that I was able to survive in the industry but now, after 12, I’m well and truly part of the industry itself — the thing that others survive — and the observances don’t mean anything as such. This said, my professional clock runs from June 1 from May 31 and the day is when I break up the last 365 days into a neat little block of memories and put it away, with some notes about whether anything was worth remembering.

Last year of course, I joined The Hindu as deputy science editor and began a new chapter in many ways (see here and here). One that I’d like to take note of here is The Hindu’s paywall. As you may know, thehindu.com has soft and hard paywalls. You hit the former when you read 10 free articles; the eleventh will have to be paid for. The latter is the paywall in front of articles that are otherwise not freely available to read. Most articles behind a soft paywall are straight news reports and, of course, The Hindu’s prized editorials. Analyses, commentaries, features, and most explainers are behind the hard paywall.

We all know why these barriers exist: journalism needs to be paid for, and better journalism all the more so. But one straightforward downside is that the contents of articles behind paywalls are rarely, if ever, represented in the public conversations and debates of the day — and I haven’t been able to make my peace with this fact. Yet.

Eight years at The Wire spoilt me for it but the upside was clear: everything from analysis to commentary would be part of the marketplace of ideas. Siddharth Varadarajan was clear The Wire would always be free to read. Of course, The Wire and The Hindu are different beasts and pursuing very different survival strategies, and on the path The Hindu is treading, quite simply forcing people to pay to read has become necessary.

This shift has also forced me to contend with my own writing — mostly explainers, op-eds, and reports of physics research — being confined to a smaller, but paying, subset of The Hindu’s readers rather than all of them as well as to the public at large, which in turn often makes me feel… distance, not readily visible, if at all.

Just one more thing to figure out. 🙂

The BHU Covaxin study and ICMR bait

Earlier this month, a study by a team at Banaras Hindu University (BHU) in Varanasi concluded that fully 1% of Covaxin recipients may suffer severe adverse events. One percent is a large number because the multiplier (x in 1/100 * x) is very large — several million people. The study first hit the headlines for claiming it had the support of the Indian Council of Medical Research (ICMR) and reporting that both Bharat Biotech and the ICMR are yet to publish long-term safety data for Covaxin. The latter is probably moot now, with the COVID-19 pandemic well behind us, but it’s the principle that matters. Let it go this time and who knows what else we’ll be prepared to let go.

But more importantly, as The Hindu reported on May 25, the BHU study is too flawed to claim Covaxin is harmful, or claim anything for that matter. Here’s why (excerpt):

Though the researchers acknowledge all the limitations of the study, which is published in the journal Drug Safety, many of the limitations are so critical that they defeat the very purpose of the study. “Ideally, this paper should have been rejected at the peer-review stage. Simply mentioning the limitations, some of them critical to arrive at any useful conclusion, defeats the whole purpose of undertaking the study,” Dr. Vipin M. Vashishtha, director and pediatrician, Mangla Hospital and Research Center, Bijnor, says in an email to The Hindu. Dr. Gautam Menon, Dean (Research) & Professor, Departments of Physics and Biology, Ashoka University shares the same view. Given the limitations of the study one can “certainly say that the study can’t be used to draw the conclusions it does,” Dr. Menon says in an email.

Just because you’ve admitted your study has limitations doesn’t absolve you of the responsibility to interpret your research data with integrity. In fact, the journal needs to speak up here: why did Drug Safety publish the study manuscript? Too often when news of a controversial or bad study is published, the journal that published it stays out of the limelight. While the proximal cause is likely that journalists don’t think to ask journal editors and/or publishers tough questions about their publishing process, there is also a cultural problem here: when shit hits the fan, only the study’s authors are pulled up, but when things are rosy, the journals are out to take credit for the quality of the papers they publish. In either case, we must ask what they actually bring to the table other than capitalising on other scientists’ tendency to judge papers based on the journals they’re published in instead of their contents.

Of course, it’s also possible to argue that unlike, say, journalistic material, research papers aren’t required to be in the public interest at the time of publication. Yet the BHU paper threatens to undermine public confidence in observational studies, and that can’t be in anyone’s interest. Even at the outset, experts and many health journalists knew observational studies don’t carry the same weight as randomised controlled trials as well as that such studies still serve a legitimate purpose, just not the one to which its conclusions were pressed in the BHU study.

After the paper’s contents hit the headlines, the ICMR shot off a latter to the BHU research team saying it hasn’t “provided any financial or technical support” to the study and that the study is “poorly designed”. Curiously, the BHU team’s repartee to the ICMR’s makes repeated reference to Vivek Agnihotri’s film The Vaccine War. In the same point in which two of these references appear (no. 2), the team writes: “While a study with a control group would certainly be of higher quality, this immediately points to the fact that it is researchers from ICMR who have access to the data with the control group, i.e. the original phase-3 trials of Covaxin – as well publicized in ‘The Vaccine War’ movie. ICMR thus owes it to the people of India, that it publishes the long-term follow-up of phase-3 trials.”

I’m not clear why the team saw fit to appeal to statements made in this of all films. As I’ve written earlier, The Vaccine War — which I haven’t watched but which directly references journalistic work by The Wire during and of the pandemic — is most likely a mix of truths and fictionalisation (and not in the clever, good-faith ways in which screenwriters adopt textual biographies for the big screen), with the fiction designed to serve the BJP’s nationalist political narratives. So when the letter says in its point no. 5 that the ICMR should apologise to a female member of the BHU team for allegedly “spreading a falsehood” about her and offers The Vaccine War as a counterexample (“While ‘The Vaccine War’ movie is celebrating women scientists…”), I can’t but retch.

Together with another odd line in the latter — that the “ICMR owes it to the people of India” — the appeals read less like a debate between scientists on the merits and the demerits of the study and more like they’re trying to bait the ICMR into doing better. I’m not denying the ICMR started it, as a child might say, but saying that this shouldn’t have prevented the BHU team from keeping it dignified. For example, the BHU letter reads: “It is to be noted that interim results of the phase-3 trial, also cited by Dr. Priya Abraham in ‘The Vaccine War’ movie, had a mere 56 days of safety follow-up, much shorter than the one-year follow-up in the IMS-BHU study.” Surely the 56-day period finds mention in a more respectable and reliable medium than a film that confuses you about what’s real and what’s not?

In all, the BHU study seems to have been designed to draw attention to gaps in the safety data for Covaxin — but by adopting such a provocative route, all that took centerstage was its spat with the ICMR plus its own flaws.

End of the line

The folks at The Wire have laid The Wire Science to rest, I’ve learnt. The site hasn’t published any (original) articles since February 2 and its last tweet was on February 16, 2024.

At the time I left, in October 2022, the prospect of it continuing to run on its own steam was very much in the picture. But I’ve also been out of the loop since and learnt a short while ago that The Wire Science stopped being a functional outlet sometime earlier this year, and that its website and its articles will, in the coming months, be folded into The Wire, where they will continue to live. The Wire must do what’s best for its future and I don’t begrudge the decision to stop publishing The Wire Science separately – although I do wonder if, even if they didn’t see sense in finding a like-for-like replacement, they could have attempted something less intensive with another science journalist. I’m nonetheless sad because some things will still be lost.

Foremost on my mind are The Wire Science‘s distinct sensibilities. As is the case at The Hindu as well as at all publications whose primary journalistic product is ‘news’, the science coverage doesn’t have the room or license to examine a giant swath of the science landscape, which – while in many ways being science news in the sense that it presents new information derived from scientific work – can only manifest in the pages of a news product as ‘analysis’, ‘commentary’, ‘opinion’, etc. The Wire has the latter, or had when I left and I don’t know how they’ll be thinking about that going ahead, but there is still the risk of science coverage there not being able to spread its wings nearly as widely as it could on The Wire Science.

I still think such freedom is required because we haven’t figured out how best to cover science, at least not without also getting entangled in questions about science’s increasingly high-strung relationship with society and whether science journalists, as practitioners of a science journalism coming of age anew in the era of transdisciplinary technologies (AI, One Health, open access, etc.), can expect to be truly objective, forget covering science by the same rules and expectations that guide the traditional journalisms of business, politics, sports, etc. If however The Wire‘s journalists are still thinking about these things, kudos and best wishes to them.

Of course, one thing was definitely lost: the room to experiment with forms of storytelling that better interrogate many of these alternative possibilities I think science journalism needs to embrace. Such things rarely, if ever, survive the demands of the everyday newsroom. Again, The Wire must do what it deems best for its future; doing otherwise would be insensible. But loss is also loss. RIP. I’m sad, but also proud The Wire Science was what it was when it lived.

A Q&A about philosophy in journalism

Earlier this year, Varun Bhatta, assistant professor of philosophy at the Indian Institute of Science Education and Research, Bhopal, reached out to ask me some questions for something he was writing about the representation of philosophical ideas in journalism. He interviewed others as well and subsequently wrote and published his article with The Wire on March 2, 2024.

I’m pasting the conversation the two of us had in full below, with Varun’s permission. Varun also wrote the introductory note, as a preface to the questions. His questions are in bold; my responses are in normal type.

Preface

Newspaper journalists, while writing on a topic, use theories and ideas from history, sociology, economics, sciences and other disciplines to establish the relevance of the topic and analyse the pertinent questions. However, rarely do they draw from philosophical theories that are equally relevant to the topic. Why is it that, for instance, we do not see social/moral/political philosophers’ views also being presented in articles on social topics? Similarly, while presenting a scientific topic, it is not common to find insights from the philosophy of science. Why is that philosophy glaringly absent in newspaper journalism that otherwise seamlessly synthesises views from numerous domains while presenting on a topic?

The non-engagement with philosophy is a characteristic of journalism across the world. There have been a few initiatives – both from journalists and philosophers – to bridge this gap in the Global North. One of the well-known projects in this regard was the column The Stone at the New York Times. Irish Times still runs a philosophy column Unthinkable. There have been very few journalists who have expressed their fruitful engagement with philosophy. (See here and here.) Also, the new kind of journalism brought by Aeon and The Conversation has provided the much-required niche space for philosophy. 

The situation in India, however, is abysmal. Indeed, this is largely due to the poor state of philosophy in India and this is not a new point. However, what is not known is the story from the other side. What is Indian journalists’ perception of philosophy and why is that they do not use philosophy? Regarding this, I want to interview a few print/online newspaper journalists and editors. I am also planning to converse with a few journalism faculty as the non-engagement with philosophy might be a symptom of the journalism curriculum that is largely taught in India.

Understanding the perspectives of journalists, I think, is the first step towards remedying the gap in the Indian context. This can open up the conversation between journalists and philosophers to create meaningful journalism projects to make philosophy relevant to the Indian public.

Q&A

1. Why do you think journalists do not draw from philosophical theories/ideas while analysing a topic and writing articles? I am asking this because online/print newspaper journalists draw from theories/ideas of other disciplines (social sciences, history, sciences) in spite of these being nuanced and complex (for both writers and readers).

It depends what exactly you mean by ‘philosophy’ because from where I’m sitting I disagree with the assertion in your question that Indian journalists don’t use philosophical ideas or theories in their work. They use it both directly and indirectly. They use it directly when making decisions about what kind of events, stories, and phenomena they’d rather cover and why. When I say I’m a journalist biased towards principles encoded in the Indian Constitution, there’s a philosophy of journalism at work there. I’m mindful of the philosophical position of falsifiability when I conclude there’s no point trying to fact-check or rebut a claim like “Sanskrit is a good language for AI”. Journalists use philosophy indirectly when drawing on all those other fields, which have been informed and honed by philosophical deliberations unique to them. For example, a philosophy of history determines how we narrativise the decline of the Indus Valley Civilisation in addition to archaeological, genetic, and climatological data.

If your question is why journalists don’t write articles containing ideas from philosophy and the views of philosophers, there are two answers.

First, all journalism needs to be in the public interest, and I’ve no idea a) what a philosophy in the public interest sounds like, which is because I don’t know what constitutes philosophy news, that could lend itself to news reports, news analyses, and news features. Is there a community, collective or organisation of philosophers in India that’s trying to reach out to more people? Where can I engage with an articulation of what I’m missing out on when I skip a comment from a philosopher for a news article? On a related note, many of us in journalism have studied journalism, which is its own field – just like philosophy – with its own tools to develop ways to frame the world, to make sense of it. I have no idea where philosophy is situated here, if at all.

b) Even if I was familiar with what philosophers are experts on, I’d imagine philosophy as a field of study faces the same resistance to being represented in the news as exotic fields (from the PoV of the publics) like high-energy physics or mathematics. When I’m trying to write on the latter, I’m banking on some sort of numerical literacy on the readers’ part. It’s impossible to explain the Langlands programme to someone who doesn’t know (or care) what functions or sets are. I haven’t had the chance to consider the level of philosophical literacy in India but I don’t think it’s very good. So broaching that kind of thinking and reasoning in an article – especially in a news article – requires the author to lay the groundwork first, which is precarious. The more words there are, the more careful you need to be about holding a reader’s attention.

There also need to be concrete developments and they need to be in the public interest, and unless a writer and/or an editor comes along who can extract these nuggets from a paper or in conversation with an expert – and in interesting ways – it’s going to have no engagement. Worse, it’s going to impose a disproportionately high opportunity cost on news-producers’ time and labour by expecting them to be able to separate philosophical wheat from chaff. I believe this goes for both whole articles about philosophy and articles that include philosophical considerations in the mix. The Hindu is trying to step around this ‘concrete developments’ requirement with two daily pages called ‘Text & Context’ and one online-only (for now) science page every weekday. These are both fairly recent developments, which is to say securing such space in a newspaper or any news-focused outlet is difficult and needs the underlying organisation to be ‘healthy’ as well as a sound editorial justification of its own.

We also need to be clear there are differences between newspapers and magazines, their sizes, remits, and frequencies of publication. Publications that take it slower and with more pages than a newspaper – or, more generally, articles that are composed over a longer time (much longer than news reports, of course) and are also lengthier (more than a few hundred words at least) are also likelier to have the time and the room to include philosophical deliberations. This is the sort of room we need (in space and time) to lay the groundwork first. Otherwise, such ideas just vanish under the unforgiving demands of the inverted pyramid.

Now the second answer: If I have to pay a writer Rs 5,000 to write a 1,000-word article about some idea or event that’s of interest in philosophical circles, and I expect (based on historical data) that 10,000 people will engage sincerely with the article, I need each one of those people to be able to readily contribute 50 paise to the publication for me to break even – and this is hard. The size of the engaged audience will actually be more like 1,000, requiring each one of those people to contribute Rs 5. And this is extraordinarily difficult given the prevailing ratios of the sizes of the overall audience, the engaged audience, and the paying audience. Similarly, if I add another page in the newspaper so I can accommodate more philosophy-centred material and charge readers Re 1 extra to pay for it (assuming here that advertisers won’t be interested in advertising on this page), will I have enough new readers to offset those who will stop buying the paper because of the higher cover price? I doubt it.

2. I think the previous question needs to be invoked at the editorial level as well. Given that editors do request the writers to make changes (like including some data on the topic or getting a comment from a particular expert), the absence of philosophy in articles might largely be due to editorial decisions and policies: what is considered as “pertinent”, “readable”, “good” etc. For instance, one of the unsaid editorial policies seems to be that philosophical discussions are best suited for op-ed columns. This kind of presumption has resulted in the ghettoisation of philosophy to certain zones in newspaper journalism.

2a. As an editor, what are your thoughts on the points? What might be the actual, pragmatic challenges journalism faces in this context?

2b. Since editors play an equally important role in “setting the agenda” and changing the reading styles of the public, what might be the ways to overcome these challenges? How to break the wall around philosophy in journalism, so that it can be accommodated/incorporated in mainstream journalism?

Imagine the industry of journalism to be like a wave propagating through a medium. Let’s divide this wave into two parts: the wavefront and the wake. Newsrooms operating at the wavefront are distinguished by the resources to experiment and innovate, take risks, and pay more than competitively for the best exponents of particular skills in the market. Newsrooms in the wake are just about staying profitable (or even breaking even), innovating in incremental fashion, avoiding risks, and trying to pay competitively. Of course neither group is monolithic – most sufficiently large news organisations have some departments that are doing well and some that are fighting to stay alive – but this is a simplification to illustrate a point. I believe your questions are about newsrooms in the wake; they’re definitely more interesting in this context. With this in mind:

2a) Newsrooms need to make money to pay their journalists without compromising editorial independence and editorial standards. This is the single largest challenge right now. In the face of this challenge, especially since the rise of news aggregators and social media platforms as sites of news consumption, so many publications have shut shop, downsized or relinquished independence, or some combination of all three. Once a newsroom’s finances are sufficiently in the green and they can graduate from the wake to the wavefront, pertinence, readability, etc. can and do become the first questions an editor asks. Of course, I may not be saying any of this if the times weren’t what they are.

2b) I’m not sure there’s a wall around journalism that blocks philosophy. In fact journalists don’t have the freedom to choose (or decline, for that matter) what they consider to be ‘news’. But the flip side of this is no particular enterprise can be said to be entitled to a journalist’s attention. The reason this is so is because of how public interest is constructed.

For example, there’s a contest – very simply speaking – these days between a journalism that holds we’re doing the country a disservice by turning our heads away from everything that’s going wrong and another that’s particular about pointing its head in the opposite direction. Another example of a similar contest is centred on whether journalists should make plain their biases – because everyone is biased in some way – or if they should cover the news without losing (a reasonable) equipoise.

In these or any other scenarios, whatever constitutes the public interest is built jointly by journalists and the consumers of the knowledge they produce, and will vary from one publication to the next. The Hindu, The Wire, and The New York Times have different covenants with their readers about what public interest looks like, or ought to look like. The construction of the public interest is a shared and complicated enterprise that takes time.

As a result, most journalism, in the present era at least, follows some publics; journalism doesn’t lead them. This also means – taking all of these business, economic, and social forces together – that when people aren’t interested in philosophy-related matters, there’s not much an editor (in a newsroom-in-the-wake) can do to change that.

3. I need your comment on another editorial decision about the op-ed columns that have a specific implication for the Indian context. One of the ways academic journalism scales up the dissemination is by publishing the articles with Creative Commons licence. For instance, The Conversation and Aeon are using this method. The idea seems to be working very well. Create a niche space for academic journalism that usually does not have space in mainstream journalism and make up for the readership through free or paid syndication. This approach seems to be working well, and has provided a good working model.

However, in an uneven world, this does not favour everyone equally. Given its international scale/level/reach, this works well for the Global North academicians who have access to these platforms. Indian scholars do not have easy access to Aeon or The Conversation. And Indian online platforms have easy access to quality articles without having to deal with Indian scholars.

These issues are pertinent for most of the academicians in India. But I want to articulate the problem from the perspective of philosophy. This method of republishing further widens the gap between philosophers and journalism in India. This way of operating does not provide enough motivation for Indian newspaper editors to work with Indian scholars. In spite of publishing philosophy articles, Indian editors do not seem to be interested/invested in working/collaborating with Indian philosophers and commissioning articles. (Republishing international articles has a further implication: it deepens the imbalance between Western and Eastern philosophical systems.)

Would like to know your comments/thoughts on the above note.

I’m uncomfortable with providing a general comment. Please let me know if you have specific questions.

Free/paid syndication option of articles in international platforms indeed provides straightforward access to quality content for Indian platforms. And given the restriction of resources like time and finances, and largely the dearth of good Indian academicians who can write for the public, it is understandable what the Indian platforms are doing. Having said that, do you agree that there are implications of this shortcut approach? The first implication is about the politics of knowledge and representation, whose views are represented, etc. The second implication is the perpetuation of Indian journalism’s impatience to work with local scholars. If it does not invest and work with, say Indian philosophers, even for op-eds, the problem persists.

I agree wholeheartedly with the first implication. To republish from publications in the US, Europe and the UK that syndicate their articles on a Creative Commons licence is effectively to represent the views of the scholars quoted in those articles – mostly from Global North countries – instead of the views of others, especially those from India (from the PoV of Indian newsrooms and readers). However, it’s important to ask whether this really imposes the sort of opportunity cost that prevents Indian journalists from still trying to work with and represent the views of Indian scholars in other articles. My answer is ‘no’ simply because of the difference in the amount of effort expended in republishing an article and reporting on a scholar’s work, views, etc. Put another way, it takes me a few minutes to identify an article on, say, The Conversation that will work ‘well’ on my site and a few more minutes to republish it. Doing so won’t subtract from the responsibilities of or resources available to a reporter on my team. So if/when a publication says it is making do with stories from The Conversation, the problem arises with people in the newsroom who are choosing not to engage with Indian scholars – irrespective of whether it can or does republish articles from other outlets.

I also want to clarify something about the “dearth of good Indian academicians who can write for the public” in your question: there isn’t so much a dearth of good academicians who can write, there’s a dearth of academicians who believe communication at large is important at all. I’ve been fortunate enough to find more than a few scientists who are eager to write, and to be frank their numbers are increasing, but my experience is that the vast majority of scientists working in India distrust the media too much and/or don’t believe that the scientific work they undertake needs to be communicated to non-scientists – much less that they need to be the ones doing it. (I’m also setting aside the fact that many of the better scientists working in the country also shoulder many responsibilities beyond teaching and research, especially important administrative tasks, and communication – especially of the form that their employers may not recognise when considering people for promotions, etc. – only adds to this burden.) My point here is that the task of finding scientists to write is a lot more arduous than might seem at first glance.

I feel the same way about the second implication you’ve set out in your question: journalists are not impatient per se; what you may perceive as impatience is likelier than not the effect of newsroom mechanics that expect journalists to be productive to a degree that precludes prolonged engagement with scholars. Also, the distinction I pointed out in my first set of replies matters greatly. If you’re writing for a magazine or if you’re writing a news feature, you’ll have the time and the word limit for such engagement. But if you’re writing a news report for a newspaper, you will have neither the time and the word limit for nor – importantly – any expectation from your readers of slow-cooked material in the article. Finally, while I’ve tried to describe what is, I don’t think I’m prepared to call it justification. I think large newsrooms, especially those departments of such newsrooms that are closer to the wavefront than others, should try (honestly) to establish opportunities for slow-cooked material in their products.

ICC pitch-rating system is regulatory subversion

In today’s edition of The Hindu, Rebecca Rose Varghese and Vignesh Radhakrishnan have a particularly noteworthy edition of their ‘Data Point’ column – ‘noteworthy’ because they’ve used data to make concrete something we’ve all been feeling for a while, in the way we sometimes know something to be true even though we don’t have hard evidence, and which found prominent articulation in the words of Rohit Sharma in a recent interview.

Sharma was commenting on the ICC’s pitch-rating system, saying pitches everywhere should be rated consistently instead of those in the subcontinent earning poorer ratings more of the time.

Rebecca and Vignesh analysed matches and their pitch-ratings between May 14, 2019, and December 26, 2023, to find:

  1. Pitches in India, Bangladesh, Pakistan, and Sri Lanka receive ‘below average’ or ‘poor’ ratings for Test matches more often than Test pitches in Australia, West Indies, England, South Africa, and New Zealand;
  2. In Test matches played in India, Bangladesh, Pakistan, and Sri Lanka, spin bowling claimed more wickets than pace bowling; and
  3. When spin bowling claims more wickets than pace bowling in Test matches, the former pitches are rated worse than the latter pitches even if both sets of matches conclude after a relatively lower number of balls have been faced.

This is just fantastic. (1) and (2) together imply the ICC has penalised pitches in the subcontinent for being spin-friendly tracks. And this and (3) imply that this penalty doesn’t care for the fact that non-spin-friendly tracks produce similar results without incurring the same penalty.

The longer a Test match lasts, the better it is for stadiums and TV networks broadcasting the match: the stadium can sell tickets for all five days and networks can broadcast advertisements for Test matches on all five days. This thinking has come to dominate ODIs, T20s, and Test matches, but it’s a sad irony that the ICC created the ODI and the T20 formats to be more entertaining and more profitable without compromising the Test format. Now, with the ICC’s pitch-rating system, this entertainment + profitability thinking has percolated through Test matches as well.

Sharma alluded to this when he said:

I mean, we saw what happened in this match, how the pitch played and stuff like that. I honestly don’t mind playing on pitches like this. As long as everyone keeps their mouth shut in India and don’t talk too much about Indian pitches, honestly.

I’d take this further and say Test match pitches can’t be rated badly because the purpose of this format is to test players in the toughest conditions the sport can offer. In this milieu, to say a Test match pitch is ‘below average’ is to discourage teams from confronting their opponents’ batters with a track that favours bowlers’ strengths. And in the ICC’s limited view, this discouragement is biased markedly against spin-bowling.

Criticism of this paradigm isn’t without foundation. The A Cricketing View Substack wrote in a February 2021 post (hat-tip to Vignesh):

The Laws of Cricket only specify that the game not be played on a pitch which umpires might consider to be dangerous to the health of the players. The ICC has chosen to go beyond this elementary classification between dangerous and non-dangerous pitches by setting up a regulatory mechanism which is designed to minimize the probability that a bad pitch (and not just a dangerous pitch) will be prepared.

If anything, a bad pitch that results in uneven and potentially high bounce will be more dangerous to batters than a bad pitch that results in sharp turn. So the ICC’s pitch-rating system isn’t “regulatory expansion” – as A Cricketing View called it – but regulatory subversion. R. Ashwin has also questioned the view the ICC has taken, via its system, that pitches shouldn’t offer sharp turn on day 1 – another arbitrary choice, although one that makes sense from the entertainment and/or profitability PoV, that restricts ‘average’ or better spin-bowling in its view to a very specific kind of surface.

Point (3) in the ‘Data Point’ implies such pitches probably exist in places like Australia and South Africa, which are otherwise havens of pace-bowling. The advantage that pace enjoys in the ICC’s system creates another point of divergence when it meets players’ physiology. Pitches in Australia in particular are pace-friendly, but when they’re not, they’re not spin friendly either. On these tracks, Australian pacers still have an advantage because they’re taller on average and able to generate more bounce than shorter bowlers, such as those from India.

I believe Test matches should be played on tracks that teach all 22 players (of both teams) a valuable lesson – without of course endangering players’ bodies.

  1. How will stadiums and TV networks make more money off Test matches? The bigger question, to me, is: should they? I’m aware of the role stadiums have played through history in making specific sports more sustainable by monetising spectatorship. But perhaps stadiums should be organised such that the bulk of their revenue is from ODI and T20 matches and Test matches are spared the trouble of being more entertaining/profitable.
  2. Who decides what these lessons should be? I don’t trust the ICC, of course, but I don’t trust the BCCI either because I don’t trust the people who currently staff it to avoid making a habit of tit-for-tat measures – beyond one-off games – that massage Indian teams’ player-records. Other countries’ cricket boards may be different but given the effects of the ICC’s system on their specific fortunes, I’m not sure how they will react. In fact, it seems impossible that we will all agree on these lessons or how their suitability should be measured – a conclusion that, ironically, speaks to the singular pitfall of judging the value of a cricket match by its numbers.
